Why this matters

Oregon has no single rule for business licenses

When you form an Oregon LLC, you file with the Secretary of State at the state level. But local business license requirements are set separately by each city and county — and they are not coordinated with the state filing. These are distinct from state-issued professional or trade licenses (contractor licenses, real estate licenses, healthcare permits, etc.) — Wayfinder handles the local jurisdiction side.

Some cities require every business operating within city limits to hold a local license, regardless of business type. Others only require licenses for specific industries. Some counties have their own requirements on top of city rules. And a few jurisdictions require no license at all.

The complexity compounds fast: a business operating in Portland faces different rules than one in Beaverton, Gresham, or an unincorporated part of Washington County — even if they're a few miles apart.

Operating without a required license can result in fines, back fees, or orders to cease operations. It's not a risk worth taking when the research is straightforward for someone who knows where to look.

How billing works: Research is included with any LLC formation, or $75 flat for standalone research. For application and filing, we bill at $25 per 15 minutes of staff time. Before we begin any filing work, we'll give you an estimated time range based on the jurisdiction and complexity. Simple city tax registrations typically take less than an hour. Multi-jurisdiction applications may take more. You'll know the estimate before we start — and we'll update you if anything changes.

However, some industries require additional state-level professional licenses or permits (contractors, healthcare providers, food service establishments, childcare, etc.) that are outside Wayfinder's scope. If your business falls into a regulated category, we'll identify that in our research and point you toward the right state agency or suggest working with an attorney who specializes in your industry.
