Why this matters
When you form an Oregon LLC, you file with the Secretary of State at the state level. But local business license requirements are set separately by each city and county — and they are not coordinated with the state filing. These are distinct from state-issued professional or trade licenses (contractor licenses, real estate licenses, healthcare permits, etc.) — Wayfinder handles the local jurisdiction side.
Some cities require every business operating within city limits to hold a local license, regardless of business type. Others only require licenses for specific industries. Some counties have their own requirements on top of city rules. And a few jurisdictions require no license at all.
The complexity compounds fast: a business operating in Portland faces different rules than one in Beaverton, Gresham, or an unincorporated part of Washington County — even if they're a few miles apart.
